The Wyoming Public Service Commission Tuesday approved a Certificate of Public Convenience and Necessity for Cheyenne Light Fuel and Power and Black Hills Power, to build a $222 million dollar natural gas fired plant in Cheyenne. The Cheyenne Prairie Generating Station will be built south of  I-80  about three miles east of downtown Cheyenne.  The plant will operate for 35 years. Cheyenne light must now get the rest of its required permits.  The company will file another application with the commissioners within the next two months for a phased in rate increase for customers to help pay for the new plant. Officials plan to start construction  in 2013 and the plant should start serving customers in 2014.
