Despite training for mass shooting events, Cheyenne's top official says it's hard to prevent tragedies like Sunday's massacre in Orlando from happening.

"Our law enforcement officers in Cheyenne talk about this, they prepare for it," said Mayor Rick Kaysen. "You can try to put these measures together, but how or when or where it may take place is very, very difficult to try to anticipate."

Kaysen, who described the shooting as a "senseless loss of life," didn't say whether or not he supports stricter gun control laws.

Forty-nine people were killed in Sunday's shooting, the deadliest mass shooting in U.S. history.

"It's just a very sad, tragic event," said Kaysen. "We have these continued tragedies across this country, whether they are in a school setting, they are in a private setting, they are in public settings ... again, just senseless."
