The 2016 road construction season is starting early in the City of Cheyenne with Phase II of the 19th Street Reconstruction Project scheduled to start on Monday, Jan. 11, weather permitting.

Phase II is between Pioneer Avenue and Crow Creek which will include total reconstruction of the roadway including new water and sanitary sewer lines; replacing curb, gutter, and sidewalk as needed; along with extensive stormwater and drainage work. The cost of the project is $5.4 million. Funding is from the One Percent Sales and Use Tax (commonly known as the 5th Penny Tax) and from the Board of Public Utilities. This phase of the project is expected to be completed by the end of November 2016.

The first section of West 19th Street to be closed will be from Snyder Avenue to Missile Drive. Construction crews will be working on drainage work mostly for the first three months which includes the installation of a large drainage pipe through Coke Gonzales Field. Detours will be posted for motorists starting on Jan. 11. There will be local access only for businesses and residences along West 19th Street.

“The reason for starting this project early is three-fold,” said Nathan Beauheim, Assistant City Engineer for the City. “Winter is the best time to work on a drainage project because of the limited amount of water in the creek compared to other times of the year, work in and around Coke Gonzales Field needs to be completed in time for baseball season, and we need all the calendar time we can get to complete this project by the end of the year.”

Phase III of the 19th Street project will be completed this year as well. That section of 19th Street is between Warren Avenue and Pioneer Avenue. It will go out to bid later this year.

Phase I between Warren Avenue and Morrie Avenue was completed in 2015 at a cost of $3.4 million. Reiman Corp. was the general contractor for Phase I, and is for Phase II.
