From 2013-2018, Cheyenne saw a decrease in jobs being created, according to howmuch.net.

Even though Cheyenne had a -3.6% decrease in jobs, it still makes them the number one city in the state to have jobs.  The data was collected by taking a look at the Bureau of Labor Statistics job-growth for the country's 381 metropolitan areas.  The only other city that saw a decrease was Anchorage, AK at -1.7%.
