It seems that the city of Cheyenne is just letting snow, ice and debris collect on the side streets in Cheyenne. Making a simple drive turn into driving off road. 

They plow the main drags, Pershing, Lincolnway, Dell Range, but the side streets and residential streets remain pretty gnarly. There was an article in the local paper on Monday and no real answers from the city on this. I know that yesterday most of the snow melted in my yard and the street, even with 45 degree weather was still a thick sheet of compacted ice and snow. Why? Because it was never plowed or treated.

If it's a money thing, I love this comment from the article in the local paper on line: I have lived in Laramie County for 33 years, and have always wondered why a snow removal savings fund couldn't be established. Some winters are mild and don't have much snow. Money set aside during those years could be used to clear roads during snowy winters.

I have never lived anywhere, even Alaska where snow remained on the secondary streets until it melted.
