Do You Know Where Cheyenne’s Blue Fountain is Located?

Have you seen Cheyenne's blue fountain? Do you know why it's so blue?

I had been driving past this fountain on my way to work each day and kept wondering why it was blue. Do you know where the water feature pictured is located?My thoughts last week were that it might have been in honor of the Cheyenne soldier who was killed recently in Afghanistan. Or perhaps, the water was colored blue to help celebrate the East High Thunderbirds winning the State 4A Football Championship.
