Cheyenne Mayor Rick Kaysen says improving the efficiency of city programs, expansion of the Happy Jack Landfill and downtown revitalization are among the goals for his second term.Kaysen on Tuesday defeated challenger John Palmer by a margin of about 58 percent to 42 percent of the vote in Tuesday's election. He says he wants to look at all city programs to see  where tax dollars could be more efficiently spent as well as accountability for city expenditures as a way to make sure the city is getting as much as possible for the least possible cost as a top priority over the next few years.
