Cheyenne Mayor Rick Kaysen says the city is facing increasing numbers of homeless people as other communities in the region pass laws essentially forcing transients to leave their cities.The mayor says it appears Cheyenne has gained a reputation among many homeless people as ” a place where they will take care of you”. Kaysen says the  recently announced HEAT–or Homeless Empowerment Action Team–program, in which a police officer and a counselor from Comea House will approach homeless people found breaking laws–is an attempt to address the growing numbers of homeless people in the community. Kaysen says the program will attempt to help homeless people improve their circumstances and hopefully will reduce the number of transients in the community.
