Cheyenne Police Chief Brain Kozak says the belief that the city makes money on traffic fines simply isn’t true when everything is factored into the equation. The chief  says when expenses such as court costs, paperwork, police officer salaries and similar expenditures are included, the costs actually outweigh the amount of money collected. Kozak says that is also true during Cheyenne Frontier Days, because even though more traffic tickets may be written, the costs of enforcing the traffic laws also goes up when factors such as overtime for police officers are included in the calculation.

Kozak says the purpose of traffic tickets is to discourage unsafe behavior, not make money for the city. He says any money the city makes during CFD is due to revenues other than traffic tickets, such as increased collection of sales taxes.
