Greater Cheyenne Chamber of Commerce President and C-E-O Dale Steenbergen says city and county government need to be flexible in planning for the future. Steenbergen says that includes listening to input from residents on planning issues, and making changes where they are needed. Steenbergen says it's a big mistake to stick to an existing plan simply because it is in place without taking changing conditions or public sentiment into account. He went on to say of such situations "what we don't need is that plan then going to some bureaucrat's  office and they dole out little pieces of the plan year after year". Steenbergen praised the Laramie County Commission's recent vote to reject the existing South Greeley Corridor plan and start the planning process over as a good example of the type of flexibility that is needed.
