It used to be that anyone over E-7 that was going to be removed from the Army had to have an "Act of Congress" to do so. We'll the rules have changed some.  The decision to discharge transgender soldier in the U.S. Army can no longer be wrought by those in the military. The only way that a transgender solider may be dismissed from their tour of duty is by the Assistant Secretary of the Army for Personnel, a civilian office.

This memo is what is known as an All Army's Activity directive of which Army officials had no comment concerning the memo put out on transgender soldiers.

The decision is in lieu for former Army solider Bradley Manning who was discharged and serving a 35 year prison sentence at Fort-Leavenworth Kansas, for divulging national security leaks on WikiLeaks. Bradley is transgender and now goes by Chealsea.
