Yes, the Cowboy State is the least populated state in the country.  But it is number one for well-being (consider weather, safety, accessibility of arts, entertainment, and recreation).  Cost of living isn't too bad at 30th, then health care was ranked at 37th.  Here in Cheyenne, we have the greatest influx of retirees for the state.
