A 19-year-old Cheyenne man awaiting a guaranteed prison sentence for sexual assault is facing new charges after reportedly restraining and assaulting a fellow inmate at the Laramie County Detention Center.

According to a booking sheet, the incident occurred on Friday, July 4.

The arresting/reporting officer says inmate Kylin Leland Clementson "enclosed the inmate and himself inside of the pods visitation room with no way of opening the door from the inside" and physically assaulted him.

The arresting/reporting officer says the room can only be unlocked by the pod officer utilizing a key or the pod control board.

Clementson Hit With Felony Charges

Clementson was subsequently charged with aggravated assault and battery - serious bodily injury, a felony punishable by up to 10 years in prison, and felonious restraint, a felony punishable by up to five years in prison.

On Wednesday, July 9, Clementson was seen in Laramie County Circuit Court in front of Judge Antoinette Williams on the charges.

Bond Set at $15K Cash

"He has a very concerning criminal history as well as a pending felony charge in which there is a plea agreement which has a guaranteed prison sentence," the state told the court, referring to Clementson's no contest plea to second-degree sexual assault - administer substance as part of a plea agreement which calls for an eight-to-20-year prison sentence.

"In every criminal charge that he has got in his brief history, he's had some sort of failure to appear or fail to comply with the court's orders," the state added, requesting a $15,000 cash bond, which Williams agreed to.

Clementson is scheduled to be back in Circuit Court for his preliminary hearing on Friday, July 18, at 9 a.m.
