Four people, including one of Laramie County's most wanted fugitives, are behind bars following a traffic stop just south of Cheyenne city limits.

Traffic Stop Leads to Felony Arrests

According to the Laramie County Sheriff's Office, Alissa Jean Garcia, 33, of Cheyenne, Cody Aaron Garcia, 32, of Burns, Jessi Rae Olson, 29, of Cheyenne, and Terry Lee Schoolcraft Jr., 44, of Cheyenne, were arrested shortly after 3:30 p.m. Tuesday, Nov. 18, after deputies stopped the stolen 2016 Cadillac they were traveling in at 810 S. Greeley Hwy.

Alissa Garcia was booked into the Laramie County Detention Center on a felony warrant out of Laramie County District Court for failure to comply and for taking a controlled substance into jail, a felony punishable by up to three years in prison, up to a $3,000 fine, or both.

Cody Garcia and Olson were each booked on a single count of felony motor vehicle theft, a crime punishable by up to 10 years in prison, up to a $10,000 fine, or both.

And Schoolcraft, who'd been on the Sheriff's Office's "Most Wanted" list since Nov. 14, was booked on two warrants out of Laramie County Circuit Court, one alleging on or between Sept. 15-24 he conspired with another to deliver fentanyl, a felony punishable by up to 20 years in prison, up to a $25,000 fine, or both, and the other for failure to appear.

Schoolcraft's Initial Court Appearance

On Wednesday, Nov. 19, Schoolcraft was seen in Circuit Court in front of Judge Antoinette Williams on his charges.

Williams appointed Schoolcraft a public defender and his preliminary hearing and a status hearing were set for Wednesday, Nov. 26, at 3:45 p.m.

Williams then asked for the state's position regarding bond.

"In reference to the cases that he had a failure to appear warrant on, Mr. Schoolcraft had just been revoked at the end of October and given a $2,000 cash bond. He immediately failed to comply by failing to appear at his bond revocation arraignment," the state said. "The state has significant concerns for his ability to comply with court orders in that docket and would request $4,000 cash on the misdemeanor."

"Additionally, Mr. Schoolcraft has a history of possession related offenses from 2016 and 2016, as well as this current misdemeanor case from 2025, 2018, and 2020. He has failure to appears from 2025 and 2018, contempt of courts from 2012, and probation violations, two from 2016," the state added. "All of that gives the state further concern for his ability to comply. The nature of these charges gives the state significant concern for the safety of the community. For those reasons, the state believes that a cash bond is appropriate and would request $50,000 cash in the felony."

Total Bond Set at $60K Cash

"In the felony, the court's going to set bond at the $50,000 cash," Williams said. "And then in the misdemeanors, the court will set the bond at $10,000 cash to run concurrently."

Alissa Garcia, Cody Garci, and Olson are scheduled to be seen in Circuit Court in front of Judge TJ Forwood tomorrow, Nov. 20, at 2 p.m.
