
Legal Woes Deepen for Cheyenne Man With Ongoing Theft Issues
A 37-year-old Cheyenne man with an extensive criminal history is back behind bars after being picked up on a felony warrant.
Suspicious Person Call Leads to Wanted Cheyenne Man's Arrest
According to a booking sheet, Ronald Jermone McNeill Jr. was arrested at Bent Avenue and West 25th Street around 8:15 p.m. on Sunday, Aug. 3, after police contacted him as a suspicious person and a records check showed he had a warrant out of Laramie County Circuit Court for five or more convictions of theft, a felony punishable by up to 10 years in prison, up to a $10,000 fine, or both.

Police say McNeill was in possession of stolen Gucci glasses and a Cookies fanny pack, and admitted to stealing speakers that day, which he was seen in possession of by a witness.
McNeill was taken to the Laramie County Detention Center, where he was booked on his warrant.
McNeill Seen on Felony Theft Charge
The following morning, Aug. 4, McNeill was seen in Circuit Court in front of Judge TJ Forwood on the charge.
It's alleged that on or about Thursday, July 24, McNeill stole less than $1,000 worth of property from Cheyenne Vision Clinic.
"It notes that you are a person previously convicted of theft," said Forwood. "These previous convictions from May 16, 2017, Sept. 9, 2019, June 4, 2021, and Oct. 10, 2024, subject you to enhanced penalties."
"The one that was 2017, I've been to court for that several times, that was my brother," McNeill told Forwood, who in turn told McNeill to talk to his lawyer about it and appointed him a public defender.
Forwood then asked the state for recommendation on bond.
"He has a long history of failures to appear and probation violations ... a lot of thefts in his history," the state said, asking for an $8,000 cash bond.
McNeill told Forwood that he'd recently completed level 3.5 treatment in Sheridan, but things had been "difficult" since his return to Cheyenne, "which is why the shoplifting came up."
"Though I did shoplift, I feel like I'm making progress on my life more than I have in the past five to seven years," he said. "I ask for a signature bond so that I can check in with probation and continue my recovery."
"It seems like you really do want to do the right thing," said Forwood. "However, I do see a very, very, very extensive criminal history and there are a lot of concerns about your substance abuse."
"The fact that you were on felony supervision when this occurred is concerning to the court, so I'm not going to do a signature bond," Forwood added. "I'll give you a cash or surety, but it's still going to be that $8,000 cash or surety amount."
McNeill's preliminary hearing was set for Tuesday, Aug. 12, at 3:15 p.m.
Burglary Warrant
At 12:35 p.m. the following afternoon, Aug. 5, inmate McNeill was served with a warrant for burglary, a felony punishable by up to 10 years in prison, up to a $10,000 fine, or both.
It's alleged that on or about Sunday, Aug. 3, (the same day of his arrest) McNeill unlawfully and without authority of Walmart, entered the store at 2032 Dell Range Blvd. with the intent to commit theft.
McNeill Seen on Burglary Charge
The following morning, Aug. 6, McNeill was seen in Circuit Court in front of Magistrate Caitlin Harper on the charge.
Harper appointed McNeill the same public offender as Forwood had two days prior, and set his bond at $8,000 cash or surety, concurrent to the felony theft case.
Because it was too close in time to his Aug. 12 preliminary hearing, his preliminary hearing on the burglary charge was set for Friday, Aug. 15, at 9 a.m.
Probation Violation Warrant
At 2:30 a.m. on Thursday, Aug. 7, inmate McNeill was served with a District Court warrant for probation violation in three dockets, one from 2023, one from 2024, and one from 2025.
His revocation hearing has yet to be set.
