A wanted transient with a lengthy criminal history is behind bars after allegedly committing burglary in Cheyenne.

According to a booking sheet, 35-year-old Horacio Mancilla was arrested at 2:44 a.m. on Thursday, July 17, after a Laramie County Sheriff's deputy spotted him walking in the 400 block of South Greeley Highway.

Felony Warrant

Mancilla had a warrant out of Laramie County Circuit Court for two counts of burglary, a felony punishable by up to 10 years in prison, up to a $10,000 fine, or both.

The crimes are alleged to have occurred on or about June 19, 2025, at the Walmart located at 2023 Dell Range Blvd.

Mancilla was taken to the Laramie County Detention Center, where he was booked on his warrant.

Initial Court Appearance

Later that afternoon, Mancilla was seen in Circuit Court in front of Judge TJ Forwood on the charges.

The state told the court it had "a little bit of concern" with Mancilla, specifically regarding him giving a false identity to police back in June of 2023 and failures to appear related to substance abuse.

"There has been interference with peace officer charges and dismissals. There appears to also have been some further failure to appear in 2024," the state told the court. "He has had interaction with law enforcement additionally related to other felony amounts of narcotics, with those matters being resolved."

The state then asked for a $2,500 cash bond, adding, "Back in 2009, he also, out of California, had a charge of actual burglary, unlawful possession of a firearm as well ... compliance with the law is the state's fundamental concern."

Bond Set at $2,500 Cash

Forwood set Mancilla's bond at $2,500 cash and his preliminary hearing was scheduled for Thursday, July 24, at 1:30 p.m.
