The Cheyenne Police Department on Saturday arrested a 40-year-old Cheyenne man wanted in a fatal DUI crash.

The Fatal Crash

The fatal crash happened around 12:40 a.m. on Oct. 22, 2022, near the intersection of Swanson Road and Rompoon Road in Wheatland.

According to the Wyoming Highway Patrol, 38-year-old Dustin Lee Parks and 41-year-old Colorado resident Angela Mills were on a northbound motorcycle when Parks failed to negotiate a left-hand curve and went off the road, striking a wooden post and a temporary construction sign.

The motorcycle then slid across the roadway, and Parks and Mills were thrown from the bike.

Mills, who was not wearing a helmet, died from her injuries.

Parks was taken to Platte County Memorial Hospital in Wheatland, where he was treated and released.

Warrant Issued

On June 27, 2023, Platte County Circuit Court Judge Scott Cole signed a warrant for Parks' arrest.

The warrant was for aggravated homicide by vehicle - alcohol concentration, a felony punishable by up to 20 years in prison.

The Arrest

At 4:42 p.m. on April 20, 2024, Cheyenne police were called to the area of East 6th Street and Duff Avenue for a recovered stolen vehicle.

Police say they contacted the resident at 1212 E. 6th Street, identified as Parks, because his camera footage might have captured the suspects parking the vehicle.

Police discovered Parks' warrant and placed him in handcuffs.

He was taken to the Laramie County Detention Center and booked in without incident.
