While it's not unusual for Cheyenne to see snow on Halloween, it's been 20 years since the Magic City of the Plains has seen a spooky amount of snow on the holiday.
Wind Chill Advisories are in effect for most of southeast Wyoming and the northern Nebraska Panhandle starting at 5 p.m. this afternoon through 8 a.m. Thursday.
