The plant will take seven years to complete.

The reactor will be built by Rocky Mountain Power and the Bill Gates company Terrapower and will be housed in a retired coal-fired power plant.

Gordon says no state money will be used to build the facility, although the federal Department of Energy will contribute funding.

Terrapower was founded by software engineer and entrepreneur Bill Gates, who also serves as the company's chairman.
