When a Wyoming interstate closes, does it help or hurt our economy?

Let me preface this by saying, I hope nobody, ever gets stuck where they don't want to be. But, inevitably it happens in Wyoming, especially across Interstate 80.

I've always been curious, and this might be a dumb question, but does the road closing actually help our economy because motorists are forced to stay in hotels, eat at our restaurants, get our gas? Or does it hurt, because as soon as they close motorists head for I-70 or alternate routes around our state?

Maybe the complex answer is that it balances out about the same since some folks are forced to spend more money than they normally would in Wyoming, while some don't visit at all.
