Xavier Taylor’s Journey Through Addiction Takes a Troubling Turn
A 33-year-old Cheyenne man with a checkered past is back in jail after police reportedly caught him driving high.
Arrest Details
According to a booking sheet, police arrested Xavier Mack Taylor on Interstate 25 at West Lincolnway at 11:10 p.m. on Tuesday, Feb. 17, for DUI - controlled substance and possession of a controlled substance - third time or more.

Taylor was booked into the Laramie County Detention Center and subsequently charged with possession of a controlled substance - third or subsequent, a felony punishable by up to five years in prison, up to a $5,000 fine, or both.
It's alleged that Taylor possessed fentanyl and that if convicted, it would be a third or subsequent conviction, with previous convictions on Sept. 28, 2023; Oct. 5, 2023; and Aug. 22, 2024.
Initial Court Appearance
On Friday, Feb. 20, Taylor was seen in Laramie County Circuit Court in front of Judge Sean C. Chambers on the charge.
Chambers appointed Taylor a public defender then asked for the state's bond recommendation.
"I do not have a federal criminal history with my booking sheets and information this afternoon, however, I'm sure the court is well aware of Mr. Taylor's frequent contacts with this court," the state said. "Of particular concern is the frequency of contacts by law enforcement for drug possessions. I see one in 2012, 2014, '16, '17, '22, '23, I guess three in '23, and one in '24, and a few of those, three of them are felonies. I would note prior third or subsequent charges."
"It appears that Mr. Taylor is unable or unwilling to maintain his sobriety and the state would recommend a $10,000 cash bond in this matter," the state added.
Bond Set at $10,000 Cash
"I'm going to set a $10,000 cash only bond," Chambers told Taylor. "If you are able to post that, I'll set conditions."
"That's not even close to what I can make, and I've had three years of sobriety," Taylor told Chambers. "This month was rough for me. I lost my brother this month and so it was kind of hard for me to maintain my sobriety because he passed from fentanyl this month last year."
"All the reasons the state indicated, plus the fact that you're out on bond for a DUI, you're out on bond for a domestic battery, you're out on bond for another battery, these are all reasons to justify a $10,000 cash only bond," Chambers told Taylor.
"Your honor, those charges were dropped," said Taylor.
"Your case is set for a preliminary hearing that will be on March 2 at 9:30 a.m.," Chambers told Taylor. "We'll see you then."
Probation Violation
At 5:50 a.m. on Thursday, Feb. 26, inmate Taylor was served with a warrant out of Laramie County District Court for probation violation with an original charge of possession of a controlled substance - third or subsequent.
Judge Peter Froelicher signed the warrant on Tuesday, Feb. 24.
Petition to Revoke Bond
That afternoon, inmate Taylor was back in Circuit Court, this time in front of Judge TJ Forwood.
"The state has filed a petition to revoke your bond," Forwood told Taylor. "It states that on Nov. 14, 2025, you were placed on bond after being charged with DUI, and interference, and breach of peace. It's alleged that you violated those conditions of bond when you were charged with that new possession charge."
Forwood reappointed Taylor's attorney then asked the state for recommendation on bond.
"The state would recommend a $2,000 cash bond to ensure compliance," the state said.
Bond Set at $2,000 Cash
"The court's going to set your bond at $2,000 cash consecutive. If you're able to post that, the court will set conditions at that time," Forwood told Taylor. "We'll set this for a bond revocation arraignment on March 2 at 9:30 a.m."
