Cheyenne Traffic Stop Leads to Felony Drug Charges

A Kelso, Washington pair is facing felony drug charges following a weekend traffic stop in Cheyenne.

According to booking sheets, 43-year-old Anna M. Howe and 50-year-old Jonathan Matthew Mills were arrested at 12:17 a.m. on Aug. 4, 2024, after a Wyoming Highway Patrol trooper stopped them near mile marker 361 on Business Interstate 80/Lincolnway.

The trooper says Howe was driving a white Ford van at a very slow rate of speed and randomly using her right turn signal, and when he ran the license plate on the van, it returned on a Hyundai Sonata.

While speaking with Howe, the trooper says there were a lot of inconsistencies with the ownership of the van and reasons for current travel.

The trooper says Howe also provided him with an invalid driver's license, and Mills didn't have a current driver's license either.

K-9 Sniff Leads to Meth, U-47700

While waiting for a licensed driver, a K-9 was run around the van, and the dog alerted on the van.

The van was subsequently searched, and felony amounts of suspected methamphetamine and U-47700 (synthetic opioids) were reportedly found.

A portable scale with crystalline residue, small baggies, and a small metal scoop with crystalline residue as well as multiple credit cards and licenses, none of which belonged to Howe or Mills, were also reportedly found.

The trooper says the Wyoming Division of Criminal Investigation was contacted, and the van and Howe and Mills were taken to DCI for further searching and questioning, but neither Howe nor Mills were willing to speak with the DCI agent.

Howe and Mills were taken to the Laramie County Detention Center without incident and each was later charged with three felonies, including possession of methamphetamine and U-47700 and possession with intent to deliver methamphetamine.

Howe was also charged with no valid driver's license and no proof of insurance, both misdemeanors.

$10K Cash Bonds Set for Alleged Drug Traffickers From Washington

Howe and Mills made their initial appearances in Laramie County Circuit Court on Aug. 6, 2024, during which their bonds were set at $10,000 cash and their preliminary hearings were scheduled for Aug. 15, 2024, at 2 p.m.
