A 40-year-old Cheyenne man is facing a handful of charges following a traffic stop in northwest Cheyenne.

According to a booking sheet, Justin Ray Quarles was arrested at 9:04 p.m. on Sunday, Jan. 5 after a Wyoming Highway Patrol trooper pulled him over at the Sinclair at 2029 Dell Range Blvd. for not having a working rear license plate light.

No License Plate Light Leads to DUI Arrest

The trooper says Quarles told him he didn't have a valid driver's license or insurance, and dispatch confirmed Quarles' driver's license was suspended out of Colorado.

The trooper says Quarles had bloodshot, watery eyes and slow, slurred speech, and when he asked Quarles how much he'd had to drink, Quarles told him he'd been drinking vodka throughout the day, with his last drink being just before he began driving.

The trooper says there were multiple closed and open small shooters of alcoholic beverages inside Quarles' car.

Quarles reportedly agreed to sobriety testing and, after performing poorly, was placed under arrest for DUI and agreed to implied consent for breath testing.

K-9 Sniff Leads to Marijuana, Stolen Handgun

A positive K-9 alert on Quarles' car led to a search, and a bag of suspected marijuana, multiple handgun rounds, and a stolen Taurus 9mm handgun were reportedly found in the trunk.

Quarles was taken to the Laramie County Detention Center without incident and reportedly blew a .19, more than twice the legal limit.

He was subsequently charged with felony theft and four misdemeanors, including DUI, possession of marijuana, driving while license suspended, and no auto insurance.

Bond Set at $2K Cash

Quarles made his initial appearance in Laramie County Circuit Court on Wednesday, Jan. 8, during which his bond was set at $2,000 cash and his preliminary hearing was scheduled for Thursday, Jan. 16 at 2:30 p.m.
