Cheyenne Mayor Rick Kaysen says the city may end up having to pay refunds to Laramie County residents who were incorrectly charged a two percent franchise fee by Cheyenne Light, Fuel and Power. That fee was only supposed to be levied on bills of Cheyenne residents, but utility officials this week told the Wyoming Public Service Commission that 4200 rural residents had accidentally been billed for the fee. Kaysen says the franchise agreement between the city and the utility does require the city to pay back overcharged customers in such circumstances. But Kaysen says it’s not clear at this point what the total dollar figure of the refunds might be, nor is it even definite at this point that the city will have to make those payments. Kaysen says he had already met with utility representatives prior to the Public Service Commission meeting earlier this week, and says further meetings will be needed to determine whether the city is obligated to pay the refunds, and if so how much money might have to be paid out
