
Police Arrest Cheyenne Man With Over 40 Grams of Meth
A 56-year-old Cheyenne man is facing up to 27 years in prison after police reportedly caught him with methamphetamine.
Arrest Details
According to a booking sheet, police arrested Robert Leroy Cochran Jr. at a home in the 3200 block of Snyder Avenue at 12:40 p.m. on Thursday, Feb. 26.
It's alleged that Cochran possessed 40.6 grams of methamphetamine.

Felony Charges
Cochran was booked into the Laramie County Detention Center and subsequently charged with felony possession of methamphetamine, a crime punishable by up to seven years in prison, up to a $15,000 fine, or both; and possession with intent to deliver, a felony punishable by up to 20 years in prison, up to a $25,000 fine, or both.
Initial Court Appearance
On Friday, Feb. 27, Cochran was seen in Laramie County Circuit Court in front of Judge Sean C. Chambers on the charges.
Cochran hadn't filled out a public defender affidavit but asked that one be appointed.
"Fill it out and return it," Chambers told Cochran. "I will review it and I assume at this time that you qualify for one."
Chambers set Cochran's preliminary hearing for Friday, March 6, at 11 a.m. then asked for the state's bond recommendation.
"Your honor, Mr. Cochran has a history of failing to appear as well as other possession charges and probation violations as well as contempt," the state said. "He has a drug felony conviction in 2018 as well as — this charge was in 2006; however, it is concerning to the state — a tampering with drug records charge as well as the sheer amount alleged in the PC affidavit of drugs that he had, the state has major concerns and would recommend a $5,000 cash bond."
Bond Set at $5,000 Cash
"I'm going to set a $5,000 cash only bond," Chambers told Cochran. "If you're able to post that, I'll set conditions and you should know the conditions of that would require you to provide random testing for drugs."
